Being cast overall with pig iron, the artifact which is solid, takes a hemispherical shape, with a flat bottom, and an arch knob at the top. An inscription of 40 words "Imperial Edict of Emperor Qin Shi Huang in the 26th Year" was evenly inscribed from right to left on the hemispherical surface, the characters were inscribed in relief in seal script, which are basically legible, to the effect that in the 26th year of Emperor Qin Shi Huang's reign, he had all the feudal states conquered, unified the whole country, and ensured that the people lived and worked in peace. He established the title of emperor and issued imperial edicts to the Prime Ministers Wei Zhuang and Wang Wan to formulate laws and regulations on unified weights and measurements, so as to unify and standardize all the chaotic and inconsistent weight and measurement systems.     

“Quan”, in other word, weight (of a steelyard). The present iron weight was a weighing tool in the measurement system, it weighs 30 kg (one catty in Qin dynasty roughly equaled to modern 250g), i,e, 120 catties of Qin regime happened to be the weight of one Shi in Qin’s system. Followed unifying the whole China, Qin Shi Huang commanded to abolish the inconsistent and chaotic measurement systems of the other six vassal states, and had the measurements of the Shang Rang Reform period as the standard system and put it to use throughout the country, specifically, had the standards of the Qin’s units of catty, jun, and shi as the state-mandated norms throughout the country. This is a milestone in the history of ancient China, it played an important role in the formation of China's unified multi-ethnic country and the development of its social economy.
